Chain Laws in Three States

California (Caltrans): R-1 requires chains except on passenger vehicles and light trucks under 6,000 lb with snow tires on at least two drive wheels; R-2 requires chains or traction devices except on 4WD/AWD vehicles with snow-tread tires on all four wheels; R-3 requires chains or traction devices on all vehicles. Vehicles exempt under R-1 and R-2 must still carry chains or traction devices. The speed limit under chain controls is 25 or 30 mph.

Colorado (CDOT): the Traction Law sets minimum tire requirements, including at least 3/16-inch tread on M+S, winter, or manufacturer-rated all-weather tires, or requires chains or an approved alternative device.
